No you can not apply for josaa if you are from general category .

As the cut offs for the general category is more than 80  ; so you are not eligible for josaa counseling.

But you may be eligible for csab ( spot rounds for the remaining seats ) ; so regular check the update and soon all information regarding eligibility will be on the csab site.

For sure you've been given a rank but if you're a general candidate then unfortunately you cannot apply for JOSAA. You have to secure higher marks than the cutoff of JEE Main 2019 for Paper I to be eligible for the same.
