A candidate from Bihar mentions UP as his home state because he completed his 12th from UP. Can he still be treated from Bihar in NEET?

Dear Sir/Ma'm , one whose parent is a permanent resident or refugee of Bihar, if not permanent resident, then working for the government of Bihar, the parents of students who have a transferable job in Bihar & Jharkhand and if the parent/s are working with the UN and recruited in Bihar, the wards of all such parents are eligible for Bihar state quota counseling.
