One can choose any subject for the UPSC optional paper based on his or her interest , it is not compulsory for candidates to choose only those subjects for optional paper in which they have pursued their degree.

So , though you have done your graduation in electronics i.e you have done BSc electronics,even then, yes you can choose animal husbandry and veterinary science as your optional paper or any other subject of your choice
