Yes other states diploma students can apply for MHT CET. Other states students come under All India category. You won't be able to apply for State government colleges, you will eligible under All India seats of private colleges.

Also all students from other states will be treated as general category.

You must have completed your Diploma in engineering and technology with minimum aggregate 45%.
