This year percentage of marks in class 12th board examination didn't matter due to the pandemic situation as it affected the education system badly.
So to get a seat in College through JEE Mains one only need to pass class 12th board and crack JEE Mains with a good rank.
Now coming to your question, maybe in 2021 75% criteria will get into implementation so YES if you'll give your improvement exam and cross that 75% criteria ( to be eligible to take JEE mains) you can surely get admission in colleges if you'll obtain a good rank in JEE mains.

If you get your boards aggregate 75% or above in the improvement exam , obviously you will be eligible for JOSAA counselling and you will get college depending on the rank of JEE MAINS 2021. Also JOSAA offers another eligibility i.e., being in top 20 percentile in the boards examination of your respective board.
So if you do secure 75% in Improvement Exam CBSE 2021 then obviously you will be eligible for JOSAA counselling provided you have also to appear for JEE MAINS 2021.

Colleges are allocated with respect to the cutoff rank and the the rank candidate obtain. You may qualify JEE Main 2021 but this does not promise that you will get NIT, IIIT or GFTI. You have to score good and your rank should be under 20000 to get a good branch in a good NIT.
