It is possible that you enter any other counseling after joining the college you got in any other counseling but there are differences in this. If you have joined a college and you have joined the same counseling for the betterment of college then your fees can be transferred to the other college. But if you have joined different counseling then your fees cant be transferred to the different colleges because the 2 colleges won't have any ties.

Its not clear whether the 2nd round counselling is about AIQ or state quota. Nonetheless, if a candidate has been allotted to any college in round-2 of All India Quota or Deemed/Central Universities UG Counseling-2019, he/she cannot leave/resign from the seat and they will also be not allowed in any other counseling (which includes state quota also). And thus you won't be having any possibility for transferring the seat also.
