Yes you can apply but in IPUCET BJMC or any other course under IPU has 85% reservation for Delhi student and rest 15% for students belonging to other states.
Apart from this given below is the eligiblity criteria:

• Academic Criteria:

Candidates must have passed their 10+2 or equivalent from a recognized board with a minimum of 50 % in aggregate. All applicants must have studied and passed English as a core, elective or a functional subject in their 10+2. Final year students are eligible to apply provided they furnish proof of their eligibility latest by October 15, 2018. SC/ST /Widows or Wards of Defence Personnel/ Persons With Disability will be allowed 5% relaxation of marks in the IPU CET BJMC eligibility criteria 2018.

• Age Limit:

Candidates must be above 18 years of age and not more than 21 years as on August 1, 2018. Minor candidates if eligible in all other ways can submit an affidavit by their parent/guardian and submit it to the concerned officials.

• Delhi and Other State Students:

85% of the seats are reserved for students from Delhi and NCR while 15% of the seats are reserved for other state candidates.
