State Counselling and All India Counselling are 2 conducted in 2 individual Capacities. While All India Counselling is held for all the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges and Seats at AFMC. The 85% State Quota and Private Colleges are filled by the respective State Authorities in State Counselling. So your reach is different when you are attending counselling of each of these bodies. So even if you attend counselling for 2nd round in AIQ, you still can attend State Counselling.
