Yes you are eligible for neet exam even if you have given improvement exam from National Institute of Opening school (nios) ,this exam is given equal importance as CBSE or ICSE. 

The eligibility criteria of neet is 50% in pcm and english for UR and 40% for OBC/SC/ST.  if you score this in 12th you are eligible for neet exam.

Eligibility criteria for NEET UG is 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board with UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects).
