Hi, 

In all India quota counselling you will be provided a medical seat on the basis of your rank in all the students who have participated in the counselling from all over the India. 

And in state quota counselling you will be alloted a seat on the basis of your rank among your state students who are participating in the counselling.

Yes. There is no issues in this. Counseling dates of AIQ and States are different. So there won't be a date clash.But there's a catch. Once you are alloted a seat through AIQ in Second Round, you have to take admission in it or your security money will be forfeited. And if you take admission through AIQ in Second Round then you won't be allowed to leave that seat.
