Yes any engineering candidate whose B.Tech or BE completed can appear to write IES exam. To pass any exam of UPSC just stick to the syllabus tightly.
In IES exam till date Mechanical, Electrical, Civil and Electronics and Communication stream are onky available.
For a CS student you have to study ECE syllabus and have to write the exam. As computer science stream not yet introduced in UPSC.
