you haven't made clear if you are asking about agricultural engineering or BSc in agriculture.

for BSc in Agricultural engineering , here are some college names:-

1. in 1-2 lakh range :- IIMT University, venkateswara group of institution
2. in 2-3 lakh range :- Nodia International University, Sun Rise University, Doon business school

IIMT university will be best option out of all.

for Agricultural engineering :-  Indian agricultural research Institute will be the best option with low fee structure.

for financial aid, do apply for scholarship programs provided by central and state government. After joining institute, you can also apply for scholarship provided by institute.
