Hello,
There is no IIT or NIT which offers admission to M. Tech courses without GATE marks.
However there are colleges\universities which provide admissions based on their own entrance test or based graduation score. Some of these colleges are:

IIIT Hyderabad PGEE
IIIT Delhi
IIIT Bhubaneswar
BITS Pilani HD
BIT Mesra
Delhi University (Electronics only)
