The fee structure of the distance learning programmes in India is not fixed . It may vary from one institute to the other and the course you choose. However, the average course fee for BSc Distance Education may range from INR 10,000 to INR 25,000 depending upon the institute you choose. It will also vary upon the specialization you will doing in the BSc course.

my gate score is 438 obc civil engineering, can i get any iit?

It is quite difficult to get admission in civil engineering IIT through this gate score as the cutoff is going high every year. If you have scored this marks in your first attempt, assuming you don't have any financial constraints, it's worth give another try next year. Even in worst case scenario you got this score valid for next 3 years. All the best

Yes you will be eligible !

In the qualifying degree, the aggregate marks or CGPA/CPI without rounding-off should be at least 55% or 5.5 out of 10 for General/OBC (NCL) category candidates and 50% or 5.0 out of 10 for SC/ST and PwD category candidates.
