A candidate can be eligible for State Counsellings of 2 States, provided he/she fulfills the eligibility criteria of the State's domicile. There are few States which give Institutional Quota to Candidates who have studies 10th to 12th in their particular State. These are Delhi, Punjab,etc. But few States do not offer Institutional Quota and their State counselling is strictly for Candidates who are natives of their State. West Bengal, Tamilnadu and Chandigarh fall in this list. Now if you are a native of UP but you have completed 10th to 12th in Chandigarh, you still cannot claim domicile of Chandigarh because Chandigarh NEET State Counselling is strictly for Native Candidates. In your case, you only can claim UP domicile.
