Dear aspirant hope you are doing well.

yes are eligible for the 2nd phase counselling if you are not satisfied with your seat. Mean you can upgrade your seat in the further counselling. As you not mentioned the counselling name. It is difficult to say about the counselling process. Comment your dought in comment section below.
