As you know ragging is illegal and a serious offence.Undertakings are made if such rules are violeted therefore all the colleges may be it is govt one or private asks students to submit the affidivate of ragging and some colleges also demands medical certificate to insure the eligibility of student for the course .

Anti ragging ka no idea. But yes medical certificate is necessary for admission to any courses any colleges any fields may it be enginneering or medical. You should have by now submitted the medical certificate I guess because the admissions have already commenced.
