As it September going now we can't predict any confirmation about reopening of degree colleges in November without any confirmation.

There's no notification out by the authorities yet on re-opening of educational institutions. In unlock 4 class 9*12 students are allowed to visit school on voluntary basis with parents consent.

I request you to please help me with the college you're concerned about so that I can check and provide you the exact information.
