GMERS are set up by the State Government of Gujarat in colloboration with Gujarat Medical Education and Research Society. These are approved by MCI but are under State Government. And the seats in these colleges are filled by State Counselling and not through All India Counselling. So candidates who wish to apply to these colleges should hold a domicile of Gujarat.
