It is unlikely to make it to the top IIM's in case you have less than 60% since one of the shortlisting criteria for them is your graduation marks. But keep in mind that weightage given to this number changes since the calculation pattern of IIMs change frequently given graduation percentage less weightage.

Yes there are such people in IIMs. There are a number of IIMs which have a greater weightage on the cat score. Then the wieghtages are divided between cat score, undergrad score, 10th and 12th and also the personal interview that you give.
