Obviously you can open a Primary care clinic but you must be sure that your clinic must have registered Doctors to prescribe medicines. You have the right to take care of the nursing portions but in case of prescription of medicines or inferring any diseases, a registered medical practitioner must be appointed else, you may not be provided the license for the clinic.
