You not mentioned the for which exam this facilities are is applicable if we go through JEE Main Reservation criteria for NITs and IITs

IITs: All colleges of Indian Institute of Technology (IIT) offer admissions under All India Quota basis.

NITs: The National institute of Technology or NITs offer admissions to students under State Quota and Other State Quota basis. In the admission process, 50% seats are reserved for candidates eligible for home state quota and the rest 50% seats are reserved for other state candidates.

Home State Quota*: Home State Quota is the reservation for candidates who belong to the state where the NIT is located.

and there are lots of Scholarship programs are offered for Maharashtra aspirants but there is no concession fees for state quota .
