(i) This system does not distinguish between the really poor and other poor people. It lumps them all together into a single, derogatory category. As a result, it refers to the entire class of poverty rather than just the poor who are most in need.
(ii) This mechanism substitutes ineffective measures of income, such as monthly per capita spending, for actual income. These things are not acceptable and suitable revenue substitutes for calculating calorie needs.
