When you choose upgrade option in BCECE Counselling . It means you are looking for a better college than the the offered to you by not losing seat in the offered college in the 1st Counselling. In case you didn't get any seat in after upgradation or don't want to apply for seat in the newly alloted college you can always apply for the college offered to you in the 1st counselling.
