Hello,
Both university has good infrastructure. If you are looking for particularly engineering then VTU but you have to pay higher there. This is totally technical university. But if you got some good college in Mumbai university then this option will be best for you. If you are living in mumbai , then take admission there. Ultimately, you have to study hard in any university then you can succeed.
