Your question is not complete.You should mention the stream that you are targetting to cause different university has different fee structures for different courses.However some universities I am mentioning below with low fees are:

• BMS College of Engineering.
• New Horizon College Of Engineering
• Dayanand Sagar College of Engineering
• School of engineering and technology, Jain University
• Christ University

These are some of the colleges with quite moderate fee structures.
