Bachelor of Pharmacy (B.Pharm) is a 4 year UG course in the medical field.

The eligibility criteria is to pass class 12 (or equivalent) with Physics, Chemistry and Mathematics/Biology. (Generally 50% aggregate is also required in class 12).

Hence, YES, BiPC students are eligible to apply for B.Pharm course.
