I guess it's already started as per the schedule the last date of document uploading process is until Oct 18 ,2020. Announcement of allotment is not yet happen and there is no official notice. But for more you can definitely contact official mail of KCET hope this help

The Karnataka Examination Authority (KEA) conducting body of KCET, will soon start the Seat Allotment procedure for various ug courses but the exact date has not been announced yet by the authorities. Keep checking the website as the counseling will begin anytime soon.
