I think, you are from Maharashtra. And in Maharashtra, NEET is accepted for bsc nursing but neet is not compulsory for bsc nursing even in Maharashtra.
Neet examination is compulsory only for, MBBS , BDS, Ayush courses and veterinary i. e BVSc.., courses
But for admission in Government nursing college of aurangabad is on merit basis so NEET marks are not required for it. If you have completed their Class 12 in Science stream, can apply for this programme. However, the final selection of students will be based on the marks obtained in respective qualifying/ entrance exam.
