No, its not like that if you do a dual degree we directly get into MS in foreign .

Yes you can do a dual degree as two bachelor degree and only one master degree .

But even if you do one bachelor degree you can do masters in foreign as also you can do masters in foreign after dual degree deoending upon you.

If you are accepted into a graduate study  abroad program, it is wise to research the ountry. The plan to take courses and earn your graduate degree while abroad , then find out what language skills are required of you. Many foreign universities teach classes in the country's first language.
