As per your query it is a a bit serious situation as you have froze your seat in the college that you don't even want to go.

As per my knowledge if you chose freeze your seat you can not unfreeze it and you have to complete the admission formalities and if you want to cancel your admission it has to be done from the college or else don't pay the payment to book your seat.

But note you will be out of the counselling rounds by anyway.
