No one can't give the exam just for practice. Also he/she won't be eligible for the rank he/she will achieve and can't take admission. So if you want you can't give just for practice.

As per the latest NEET UG eligibility criteria by NTA, a student who have either completed or are appearing in 10+2 or equivalent are eligible to appear in NEET exam 2021. As you are not in 12th or have passed 12th so you can't apply for NEET even for practice.

No, in order to appear for NEET you need to fulfill certain criteria which are as follows:

Attained 17 years as on 31st December of the appearing year,
Passed 10+2 from a recognized Board with Physics, Chemistry, Biology/Biotechnology and English as Core Subjects, those in the final year too are eligible to apply
PCB Aggregate inclusive of theory and practical need to be attained against one's respective category;
UR-50%
SC/ST/OBC-40%
PwD-45%

As of now there is no upper age limit, hence no restrictions in terms of number of attempt, so you need to meet the requirements mentioned above to be eligible to appear for NEET.
