Seats under 15% All India Quota are reserved in all Government medical colleges  for All India candidates. For private colleges  there are- Government quota seats and Management quota seats and NRI seats.

For seats in private colleges under government quota only those candidates can apply who belong to the state in which the college is located.

And under management quota seats, candidates from all India can apply for admission.

So, you can apply for management quota seats.
