Yes obviously why not.You have to fill the online application form available on the mumbai university site.

you also need to fill the application form for the college in which you want to apply.Some college forms are available online and for some you have to get it from the respective college.Fill both the forms and submit it to the college.

yes for degree courses the admission is based on the 12th board marks.
