Yes local candidate form state can apply for unreserved seats. The 15% seat allotment is where students don't have domicile of that particular state and no reservations are applied for that category and admission is done based on only Merit.

The unreserved seats will be filled first and then the local seats as per Government norms. Both local and non-local candidates are eligible for unreserved seats.
