You haven't mentioned the exam or course you are enquiring about. In General for example if we take Medical College admission process, Admissions are based on State Counselling and All India Counselling. And Delhi is not an Open State which means if you do not have Delhi's domicile, you cannot participate in their convenor quota seats. The process is more or less for all entrance exams.
