Can a person(21 years old) with one ear 20%hearing loss become an IPS officer?

According to the guidelines, if the person's hearing loss falls within the specified guidelines where the impairment in the frequency range of 1000 – 4000 Hz does not exceed 30 decibels, then they would be eligible to apply for the IPS exam.
