So the seats for Private Medical College be it Government Quota or Management Quota or NRI Quota are filled through State Counselling and you need to hold Tamilnadu's domicile to participate in their State Counselling. But after all the rounds of counselling are over, any left over seats are transferred to the College and those seats are filled through Direct admission and then you can apply for a seat in any Private Medical College.
