Tamilnadu is not an Open State, Sahil. And Private Medical Colleges do not participate in All India Counselling. So the seats for Private Medical College be it Government Quota or Management Quota or NRI Quota are filled through State Counselling and you need to hold Tamilnadu's domicile to participate in their State Counselling. But after all the rounds of counselling are over, any left over seats are transferred to the College and those seats are filled through Direct admission and then you can apply for a seat in any Private Medical College. Domicile criteria is not looked into for this direct admission. That is the only way for a seat in a Private Medical College of a non Open State.
