No a student who has joined a college through management quota is not eligible to get Fee reimbursement. Only those students who have joined a college through counselling and  depending on the rank they secure the amount of fee reimbursement is decided. In TS Eamcet if a candidate score less than 10000 rank then full fee reimbursement is given to that candidate. So this fee reimbursement scheme is only for those with good rank in the exam not for the management quota candidates.
