Yes , definitely a university approved by UGC only can issue certificate of diploma in civil engineering or may it be any other branch. Also , any university which is neither UGC nor AICTE approved can also issue diploma certificate. But if you want to pursue higher education in the same field , then a certificate from UGC approved university is needed.
