Yes, it can be. Chances are that you get your certificate prepared from somewhere else and then you move to some other location. As long as you have proof of the address which you are residing right now it will be fine. Also, your OBC-NCL certificate also needs to be genuine and have a serial number on it. If you have these conditions fulfilled then this will be of no problem to you.
