no he cant as there is the compusory to attempt the JEE mains for every candidate as if he once qualified the JEE amins he can be eligible for JEE advanced but there will be reservation given to the NGO catogery so that you can get a good seat in IIT or NIT too but you have to have an NGO owing certificate with your country PASSPORT and apply for it so that you acn easily get a good seat

no, you cannot give jee advanced without jee mains qualification.whatever your category is,you should give jee mains and get qualified to give jee advanced.
