There is no caste based restriction for tfws however to avail this scheme you have to fulfill certain criterias like:

1. Parent’s annual income should not be more than Rs.6,00,000.
2. Production of the income certificate issued by a competent government authority during counselling ( ex: ''Taluka Development Officer (TDO)' or 'Collector' office)

You can get tfw if your score is amongst the top scores during admission (approx top 5% seats in every college). Also, if you get TFW then you will not be eligible for other scholarships and TFW is only applicable for the tuition fees (not the other fees like hostel and mess etc).
