As your paying full fee as you should have income certificates and original certificates of your 10th standard 10+2certificates and ranks list etc you should have in the councelling process so ration card doesn't matter i think so in the councelling matters is income certificate if your father income certificate is less than 1lakh you may get reimbursement and you can get some scholarship also so check it out if you have the income certificate you may get back some money also so complain this problem in your college so that your problem may get solved and i think my suggestions and knowledge may be helpful to u.
