I am assuming that you are talking about NEET examinations. 

In order to avail the 85% State quota counselling session one must have the domicile certificate for that particular State. 

If you don't belong to that particular state, you are not eligible to even apply for that state's seats. 

The whole point of state counselling is to provide the seats to the students of the state itself and not others.
