When they mention that qualification is diploma holder or equivalent, then you can apply on the basis of 12th results because diploma is equivalent to 12th. So, if you want to apply, you can, but your bachelor's degree won't be considered much.

But make sure you mention about your bachelor's degree because they have mentioned diploma. So, they might be looking for someone with technical knowledge.
