We may or may not be able to change the branch in B tech after diploma.Because,each university has its own set of rules.Some universities provide you the option for  changing the branch and some won't.So,I suggest you to go to the college in which you want to join b tech and ask about their  admission process and all the required details.I don't know from which state you are.... the procedure will be same  up to doing diploma in all states but every state has its own rules after diploma and so universities does..

Yes you can change branch. But it varies from university to university. The chances of securing the admission in a different branch through the online process is difficult. In the counselling round you can get the college if any left.
