Karnataka Examination Authority conducts PGCET MBA for selecting candidates for regular/full time MBA program in government and private Institutes located in Karnataka.The minimum eligibility should be:
1.Should have a Bachelor's degree from a recognized university.
2.Must have above 50%in graduation(45% for reserved categories).
So coming to your question,YES you can apply for MBA PGCET in final year of engineering.

yes final year student can apply in Karnataka pgcet.
however make sure during the time of counselling you have your final year pass certificate with you.
if your results will publish before the counselling there is no problem to apply.
