IAS examination conducted by UPSC is the top level examination of India. The only eligibility to appear in the examinations is that you have to have a bachelor degree in any subject and the minimum age is 21 years (maximum age limit varies among different categories). So it doesn't makes a difference if you have any gap years in your educational life as long as you meet these above mentioned requirements. So YES you can appear for the UPSC IAS examination.
