yes you can apply for Goa medical college under the 15% all India quota if you do not have a domicile of Goa but if you want to apply for the 85% state quota you with any to be a resident of the state for a minimum BTS along with giving your class twelveth examination from there or you need to have passport class 10 and 12 examinations from the state of Goa otherwise you will not be able to add for the 85% state quota domicile of the state of Goa or any other state of India by the NEET UG examination for that matter
